Why is an Electrical Safety Inspection required when selling or renting a property?
It is required by the 40/2017. (XII. 4.) NGM Decree.
1.6 e
“during rental or change of ownership in the cases defined in point 1.13.2 f).”
1.13.2 / f
“an electrical safety inspection must be carried out on the electrical installation of residential units during rental or change of ownership, if no inspection document (certification report) is available proving that a safety inspection has been performed within the last 6 years.”
Who is allowed to carry out the inspection?
With the right instruments, an electrician can perform the inspection itself, but the official certification may only be issued by a qualified inspector who has completed the required professional training within the last five years and holds a valid Fire Protection Certificate No. 14 that is not older than five years.
When does an Electrical Safety Inspection need to be carried out?
In the cases defined by the 40/2017. (XII. 4.) NGM Decree:
“1.6. The condition of the electrical installation must be checked to ensure compliance with the technical safety requirements set out in this decree:
a) during the establishment of the installation, before first commissioning (initial inspection)
b) after extraordinary events
c) before commissioning following any modification or repair
d) periodically, at the frequency prescribed for the specific type of installation
e) during rental and change of ownership in the cases defined in point 1.13.2 f)”
How often do I need to have the periodic electrical safety inspection carried out?
At the interval specified in the inspection report. For residential properties, this is typically every 6 years, provided no modifications or major repairs have been carried out.
If an inspection has already been carried out at my property, does it need to be repeated later?
For residential properties that are not rented out, meaning they do not qualify as rental units, the periodic electrical safety inspection may be omitted under certain conditions.
If the property is a rental, the periodic inspection cannot be omitted.
According to Decree 40/2017. (XII. 4.) NGM:
1.13.3.
The periodic electrical safety inspection of electrical installations in residential units that do not qualify as rental properties may be omitted if both of the following conditions are met:
a) the overcurrent protection does not exceed a rated current of 32 A per phase, and
b) the user circuits are protected by a residual current device (RCD) with a sensitivity not greater than 30 mA.
When can the Electrical Safety Inspection be omitted when selling or renting a property?
If an inspection document (certification report) is available that is not older than 6 years from the date of sale or rental, the inspection may be omitted.
I am planning to buy a newly built property. Does it also require an electrical safety inspection?
In this case, the contractor must have already carried out the inspection before the first commissioning of the installation. It is important to ask for this document and ensure that its handover is recorded in the contract.
According to Decree 40/2017. (XII. 4.) NGM:
“1.6.
The condition of the electrical installation must be checked to ensure compliance with the technical safety requirements specified in this decree:
a) during the establishment of the installation, before first commissioning (initial inspection);
What happens during the inspection?
During the inspection, the electrical safety inspector checks the condition of the electrical installation. In practice, this means examining the entire electrical network of the property, except for sealed areas (such as the electricity meter and the utility provider’s circuit breakers). You can read more about this in the blog post linked below.
What happens if the inspector finds a fault?
In the certification report and the attached documentation, any faults are recorded and categorized. In certain cases, the affected circuit must be disconnected from the network, which is the responsibility of the operator (in residential properties, the owner). After the inspection, a qualified electrician must be commissioned to repair the faults identified during the process.
Can I sell my property if the inspection result is “not compliant”?
Yes. If I identify an immediate risk to life or fire safety, it is the operator’s responsibility to disconnect the non compliant section from the electrical network until the repair is completed.
